Idiot. I can't applaud their "honesty" because once an error leaves the Mint by legal means, it's supposed to be fair game. Maybe they missed some though... keep your eyes open!
I seriously doubt it forbids stuff like Contracts, Invoices, Manifests, etc. What if I want to know if the Mint is schelping the outbidding of Security Transport in a fair manner and not taking the high bidder or using favoritism??
FOIA won't get you everything. But it could get you some portions of a redacted contract, depending upon the security classification. Defense and money are two areas where the Gov won't be in a cooperative mood to share info with an armchair GAO. BTW, FOIA costs about 10 cents per page, we have some contracts that are the equivalent of a 4-foot thick book.. I'm not sure what your question is trying to say, but a Contracting Officer/Source Selection Authority makes the decision IAW the FAR and whichever Agency supplements pertain. They are the ones to be convinced, not you. Besides it only costs a postage stamp for the unsuccessful offerors to file a protest to the award, no matter how silly their rationale.
