Need some expert advice on U.S. issued North Africa $1 bill

    I've been shopping for a nice Yellow seal and found this one.

    But something just doesn't look right about the Washington, D.C. printed on the seal. It looks more like the seal was printed on top of the Washington, D.C. I'm not sure if the COPE process prints the black Washington, D. C. and then the colored seal, or it's the other way around.

    I compared it to another bill and even the color of the seal looks 'off'. Also I noticed the serial numbers aren't that far off from each other.
    Any thoughts on this?

    It does look off when comparing them both.

    The yellow seal is closer to the ONE DOLLAR print on the first note.
    It does look like the ONE DOLLAR and the WASHINGTON, D.C. print is the same distance apart on both.

    Ideally, the BEP would like to have “Washington DC” centered in the Treasury seal, but sometimes it’s a little high, or low. Both notes appear to be genuine and are well within BEP tolerances. They are part of the run from B51624001C to B52624000C. COPE wasn’t used until the early 70’s.     Thank you Steve. I appreciate your input. Can you tell me which is printed first, Washington, D.C. or the seal?

    I’m almost certain that Washington DC is part of the 2nd print, and the seal and serial numbers come after that. I could be wrong.

    Looks good to me. I think the black ink was close to where it needed to be re-inked and you're seeing normal bleed through on the seal.

    More handling on the second note in the original post has caused the thin layer of gold ink that adhered atop the black ink underneath to wear away, exposing the black underneath and making Washington look darker.
