Is it possible that the 1944 no mint copper pen weigh only 2.74 grams? should not you weigh 3.11 grams?

Perhaps because steel cents weigh less than copper and the weight is in the right range for steel, he figures it easier to declare it must be steel .

You know How Much a copper cent weighs, but you have to ask How Much a Steel cent weighs. A 1944 steel LWC weighs the same as a 1944 Belgium 2 franc coin.
