Can someone please tell me if this is an error on this 1991 penny's reverse or not?

Looks like a Split Plating issue.

    Is this worth anything?

    1 cent.

This is due to the super thin electrostatic copper plating on the planchet.
When it is struck the plating gets stretched too much, usually on the outer side of devices, and the copper stretches too much and shears. Thus leaving a small area where you can see the Zinc core underneath.

In your example this is occurring in many areas.

I have a little grouping of these.

Thanks @paddyman98 , now I know how to refer to them and I see that they are considered a "plating error." I read more about it here: http://www.error-ref.com/split-peeling-plating/ I guess I will keep them even though they are not worth more than one cent. I like the way they look.
