Possible memorial penny error

Found this coin today in a bank roll that doesn’t have a date. Wondering if this is some kind of error? And also would like to know the value of it. Error or not. Thanks.

See all of the scratches where the date should be? It looks like somebody was messing around with a Dremel or some other type of abrasive and removed the date. It is PMD (post mint damage) and not an error

 

I also believe that it is altered.

The second photo has numerous scratches in the area of the date which makes me think it's PMD and not a Mint error.
