A bearer bond coupon from 1862. Too bad it's in sad shape.

 

Time has not treated it well. Im assuming it is fairly rare since I can't find much about it online?

Agree. Based on the pics, The date and signatures look like they were copied, not hand signed with ink. The colors match the rest of the note and there is no indication of any bleed through to the reverse. It is enough to make me suspicious of the authenticity.

Look closely at the signatures to confirm that they are handwritten.
