Michigan quarter printed on another coin

Sometimes you have to think about how these things could have occurred.
In this case you are saying another coin was minted over a Michigan state quarter instead of a blank? Well how did it get there? It had to either be accidentally or
intentionally put with the blanks. If it were me, I would have all mint workers keep
all their change in a locker and none on the production floor to prevent this kind of thing.
Personally from the photos I don't see anything but a normal circulated quarter. If the Michigan was minted OVER this coin, it would be plain to see.
I don't know why people are looking for these rare errors. When you get one, you will know it without having to look for it. And the odds of you getting one are close to zero. You can always buy one for a few dollars.

I completely agree with @Michael K searching for unknown coins, is a complete waste of time.
If anyone was paying half attention to their coinage, and knew the minting process, they might find an error that is actually valuable. But rarely dose a person find something actually noteworthy. Most get caught up in trying to make something from nothing and it ruins the hunt for "what could be out there".
It takes going through an extreme amount of coinage before actually figuring out what is damaged and what is an error or Variety.
What my suggestion is take some time to read about the minting process and challenge yourself to look at more uncirculated even AU examples of modern coinage.
Know what the coin looks like as struck, because it is those that educate themselves that find these unique errors.
You will realize you have a better chance at winning the lottery than finding something rare.
