This is the second one I've found like this but this one is worse than the last. I will have to go back and see what year it was but I believe it is the same year!
Struck through grease or Grease filled Die Strike. Also has circulation damage to the plating. You can see the Zinc in many areas.
The other one I posted looked the same except the copper was missing from some of the design elements. Letters mostly.
