My photo skill are still evolving but this coin has original mint luster. The double rim obverse and reverse looks like it was formed prior to stamping. And, the texture is like orange peel. Any feedback would be appreciated.

IMHO a misaligned die and plating issues giving that orange peel texture. Nothing major, sorry to say.

Correct.. Misaligned Die and worn die strike.

I was only interested in how it happened and if it is a recognized variation. Is there a proper name for the texture? Thanks to tommyc03 and paddyman98 for the feedback.

Sorry not to be more specific. No, these minor anomalies are not recognized such as being cataloged and such. It's just a poor strike due to lack of machine maintenance.
