Steve McBrideNeat error. Looks like the coin was struck a second time after being rotated 180 degrees. This is further evidence that matches Curtis Clay's theory that the striking crew consisted of one obverse die (fixed) and not one but two reverse dies, used alternately (this led to increased production output). Here is an example that shows this happening: the obverse is very bold (struck twice in line) but with this example it was actually a different reverse die which helps give the technique away:

So who is the other person who cast a vote?

 

This is a good example confirming the Clay theory since the letter shapes (especially the last GG) do appear to be from different dies as would be required. Some of these show two different reverse types used this way. I really would like one of those. My only one (Arcadius AE2) is not certain to me to be from different dies. It shows mintmarks .ANTS at top and bottom.
