When I saw this penny I thought it was one that had been on pavement but, when you look at it, it is raised up in these spots. Any answers would be great. charcoal, thanks for accepting an honest opinion the first time you hear it. Some do not.Keep searching and eventually you will find something. Try searching coins in better condition, and especially search your change every time you break a bill.

The reason it is raised up in spots is because the pressure of being hit or smashed, as in a parking lot or road, pushes the metal up around the hit, somewhat like water splashing up when a rock drops in. When you see that you can usually be pretty sure what you are seeing did not originate at the mint.
