Misaligned Die Strike.

 

Too blurry. Better photos needed. What's the question too?

 

Not off center, that’s the plastic that makes it look that way

 

I’m guessing you’re asking about CAM/DCAM. Photos are too blurry. Reverse looks CAM. Obverse less so, but again blurry photos.

Since they didn't use proof dies, how did they get this result?
Special planchets?
Strong strike?
Repeated strike?
Will it grade as cameo if the cameo is not 100% on both sides?

It's very nice but the obverse from what I see won't make cameo designation because the lettering but the reverse certainly does.

 

I think both sides go cameo. Nice
