That's starting to sound like Elagabalus to me. But was he a sailor? I think there were sailors on some of his coins. (?) Edit: no, never mind.
Hadrian was peaceful, sailed and liked boys. But the way you said that he "said" that he was peaceful early on makes me think it was someone who turned into a war monger.
Carausius? Killed by Allectus, his treasurer, naval commander, considered a usurper in Britain, also this just fits Jamesicus's MO (Britain).
You nailed it @roman99 - congratulations! Key to the clues: 1. Many of his early coins depict PAX AVG on the reverse - like this one? 2. He was a renowned Admiral early in his career. 3. He sought to be recognized by Diocletian & Maximianus (the “boys”) 4. He was assassinated by Allectus (his “best buddy”?) 5. The “boys” didn’t accept him as legit. This coin is an enigma for me - the portrait of Carausius is actually quite nice and well centered and the obverse inscription is quite well rendered (for these coins). I think this pic would serve well as an avatar or as a heading for a Carausian display.

Yes, that is what I interpret. Seems a figure standing left holding a branch and scepter, and maybe "P A". But then, often we see very strange things on coins!

There are many lettering combinations on these. I may be seeing the S left of the figure but am making out nothing in exergue. Is it like the one below? Below is another Pax with an S left of the figure but there are at least three differences of note. One is super significant. Correct?
