Can you attach a photo that isn’t stretched and warped? Also, remember, as I think we’ve told you before, we need photos of both sides of the entire coin to be the most helpful.
I agree with @paddyman98 it looks incuse to me. It isn’t a clash based on the location and I can’t think of a scenario during the die making or minting process where a mirror image would appear raised and undistorted on a struck coin. Also, you had mentioned in a couple previous posts that your eyesight isn’t what it used to be, so all things considered, there is a very strong likelihood that it’s just a “Vice Job” PMD and you’re seeing an illusion based on the lighting. Better pics should confirm that.
The only way the backwards "C" could be raised was if the die was hubbed where the "C" read normally instead of being backwards on a die as they normally are. There is no way that happened. A brockage from being smashed with another cent inside the striking chamber would cause it to be indented into the coin, not raised up. What you are claiming is physically impossible to have occurred without interference after the fact, if it is even raised at all, which I doubt very strongly.
Starting with normal raised design hubs there is no combination of striking, clashing, counter clashing, brockages, counterbrockages etc. or even vice jobs that can produce a raised reversed image. To get a raised reversed image you would have to start you coin production with a raised reversed hub.
