Top Dime is damaged. Not sure what you see on the 1982 Dime - ? ...if you're referring to the weak '2' in the date, that's common, 'as struck', and not an error. ...just weakly struck in that area.
Of course Fred is correct. What you have in the fields is die deterioration and what we refer to as the "Orange Peel" effect.
I am just going through my grandfather's findings and trying to sort through them. He has these all marked and through my research these last few months i feel much more knowledgeable and could dismiss many of these. However, I would hate to throw something to the side that I may deem nothing more than FV with my lack of knowledge.

It is marked as a weak strike on the 2, yes. Sorry, maybe the original statement about it in my original post was not clear .
Take your time. Eventually you may find something good. I can't tell you how many I had to toss aside once I got a grip on what was worth saving and what was not. I've been at this for 52 years and I still make mistakes. But that's what's great about this site. When in doubt, present it here. No one will intentionally lead you astray, although some who have no interest in what you might may give short one line notes. Feel your respondents out for awhile to get a take on the overall hobby. And if someone gets snarky just walk right past them. Most here are sincere and willing to help as long as try to learn from what they tell you. Save aside a few of the coins you present here that are damaged for future reference, that way you will not be prone to post the same kinds over and over again. Mark them as to what was told to you so you can look back on them to compare with others. But most of all make it fun.
OK, thanks for the reply.......some coins are weakly struck in small areas; unless quite a bit of the design elements are missing, they generally don't carry any premium Your dime is a good educational example, but has no premium as a 'weak struck digit', imo.,
