I'm sure RIC's failure to mention the patera or scepter is simply an oversight. You can see the authors cite Cohen 118: Yet Cohen clearly mentions the scepter and implies the patera (feeding a serpent coiled around an altar): The catalog of Sulzer's collection, published in 1777, notes this coin, clearly mentioning the patera and scepter (hasta pura), too:
