I would say "monetary authority" rather than government. There are many examples of coinage minted by rebels that have seized mints. Those are considered to be coins, but were not issued by a government.
The only moderately interesting question in your post. I'd say yes. Once in, always in. You may get an argument in the "home jurisdiction", but only there.
Maybe, maybe not, one can collect what they want. In general, coins are as defined above, yet some tokens are accepted. Another standard I grew up with is, all U.S. Coins, as well as some tokens, are listed in the Red Book.
Heck, in this intellectually bereft era, we have auctioneers describing a two-sided medal that depicts the two-sided Great Seal of the United States as an "Illuminati Coin". Precisely that. But don't think of it THAT way. Congress wants these coins made. The banking system does want or need them. So they retain their legal tender status, but the banking system refuses to handle them as the loss leader that ALL coin handling is. So YOU pay something close to the "all in" costs of producing them.
So, who's going to collect rolls/bags of these? I collected the Presidents & NA dollars, but wound up spending more than half of them because they were low grade. I'm trying to decide now if I'll collect the rolls/bags or wait for the special low mintage issues and concentrate on those.

Yeah, I'll probably buy some proofs and maybe a roll of each for this 1st issue, but, I doubt I'll buy a roll of each issue, I doubt I'll be around to finish the series. I'm looking forward to the special issues, C&C Sets, RP's, etc.
I plan to purchase the proof coin and it looks like the only way to purchase P- and D-mintmarked examples will be in rolls and bags. The Mint missed the boat on not providing S-mintmarked uncirculated coins like the ATB quarters.
Don't get me going on the Mint missing the boat, the only reason this incompetent entity can sell coins is they're a monopoly. Perfect example of incompetence & price gouging inherent with monopolies.
Why? There is no obvious production line for it at San Francisco. Even the ATB quarters are struck on a press that has been repurposed from striking proof coins.
I must be getting old. I can not think of a US coin that was demonetized. What US coin was demonetized and is now illegal to spend?
