If I had to guess I would say, large date large date. It's just that the second one has some crud by the curl of the 9 giving a false illusion.
I am going based on the PCGS date comparison with the high and low 7. The top is a low 7 and bottom 7 is higher. There is no crud on it to give it a false impression.
Both are Large Date - ZERO doubt. Take this diagnostic: AND BURN IT!!! It is less than useless. The left one IS a small date, and the right one IS a large date, but forget those little black lines. They have NOTHING to do with it. The SHAPE of the 9 matters, as does the weakly imaged "LIBERTY", but please, forget you ever SAW those lines above and below the date. Those things will ONLY mess up your mind. Seriously.
There is crud in the 9, and both 7's are exactly the same. The 9 is the key marker as mentioned above and it doesn't curl around far enough. Also missing is the weak LIBERTY strike.
You may want to take a separate images of both; from directly above. Put them on the computer in MS Paint or something and draw lines. Be careful of one image with 2 cents as the perspective from lens to the cent changes angles and can be deceptive. I see two large date cents. And I always look at the "7" first. Both 7s lower part go beyond the 0. And then the top of the 7 is lower than the adjacent 9-0 on both cents. I think the loop of 9 is closer together. And the 0 is slitly smaller and at a slant on the small date
I had a small date once in High School.. She was about 4' 6' tall.. She had to stand on the first step of a staircase to kiss me (True story)
