    Looks like Post Mint Damage to me. Extreme heat could have caused the clad layers to split. Welcome to CoinTalk!

    What's going on, on the rim at 3 o'clock?
    Is it sitting on top of another coin?

    Yep. Twenty-five cents. You're welcome. :)

    It appears to be environmental damage, with some heat involved, as @SchwaVB57 indicated, though there do not appear to be any split clad layers. I suspect he saw the cent underneath and mistook that for a split layer. It does kind of look like that at first glance.

    But no, this one's just a "spender".
