    This defect is scarce. It is a filled die - probably grease. Not really worth too much. The two questions in your poll are confusing and meaningless.

    It's not rare.
    Common issue called Worn Die Strike. The letters got grease compacted in the incused areas of the Reverse Die striking the blank planchet. Nothing really major.

    A wonderful example of worn dies and grease. Yes it's a Mint error but it's not worth the trouble to sell it.
