This defect is scarce. It is a filled die - probably grease. Not really worth too much. The two questions in your poll are confusing and meaningless.
@Bittcoin1072Leo It's not rare. Common issue called Worn Die Strike. The letters got grease compacted in the incused areas of the Reverse Die striking the blank planchet. Nothing really major.
A wonderful example of worn dies and grease. Yes it's a Mint error but it's not worth the trouble to sell it.
