Is this an error?

    Got this in my change today and looks like a double but top one looks thinner than bottom one

    also 'enviornmental surface damage',
    and the reeded edge looks like it was
    machined.

    It was in an acidic environment. That caused the copper core to erode away and leave the surface pitting/damage

    Acid soaked. Has that "Oreo cookie" effect.

    It looks like a "Pull Back" coin for use in vending machine. Some would tie fish line to coin to trick vending machine.
