Is that a cud on rim and isn't that doubling on Ty

Not a CUD. The Cent was a Misaligned Die Strike. There was a high pressure strike on the rim so it caused it to raise a bit. The raised metal folded over on itself and smoothed out. Common issue on Cents from the 1980's.
