    Circulation wear and tear.
Could be a copper 1982 with a hit to the date and a hit to the FG.
    Not a Mint Error.

It is a 1982 large date copper cent.
It is a Memorial and the date starts with 19 and ends in 2 so that makes it a 62, 72, 82, or 92.
The top curve of the third digit is wrong for 62.
    The third digit obviously isn't a 7.
The style of the 2 is wrong for a 92.
So it is an 82, and with scrapes that heavy it would have broten through and exposed the zinc so it is a copper cent. 1982 large date copper. The damage is such that I won't hazard a guess on whether it has a mintmark.

Worn with circulation damage but not a Mint error.
