Didn't PCGS stop straight grading these blue Indians after it was revealed that MS60 coin cleaner was causing the color?
That is hotly debated til folks are blue in the face- Blue toning can happen naturally straight out of decades-locked-up envelopes; it can also appear after using MS70 but not with consistency. I.e., use it on 9 indians, one might be blue after and the rest aren’t. The question is whether or not it was blue underneath whatever was removed or did the chemical cause it. Even the experts seem to really disagree on how to grade these if there’s no other obvious evidence of cleaning.
