1966/67 Proof Set

I am working on a collection of all the proof set years. What is going on with the 1966 and 67? Is the government packaging that looks like a Capitol holder the only way they came those years?

Yes, they are called special mint sets, proof set production was resumed in 1968

 

You can include 1965 also as a year of no Proof sets.

 

Yes but the 1965 sets were in pliofilm not hard plastic.
