Those are scrapes on the die, probably from the overextension of the Feeder Fingers. Fairly common, especially on States Quarters. No premium, as every coin struck from that particular die will have those lines - Many of the Quarters have much more severe die scrapes.
You beat me to it @Fred Weinberg. I just got a box from the bank last week and all were 2018P. So far I've found around 70 of these with feeder finger scrapes but actually much better than this one. Mine extend quite a ways into the right field and behind the neck.
