If I had to guess, I would say face value. But wait until someone else chimes in. 1990 $100 bills are still very common in circulation in AU grade, but that is not the only indicator of value.
if it is circulated it is not worth more than face. i would offer it for sale here though just in case someone wants it. i'm not sure it would be worth the hassle and worry sending it in the mail though. i'd probaly save it or spend it.
