Welcome to CT. The coin appears to be damaged, what is called here PMD (Post Minting Damage). BTW, no need to do a poll unless you really want to.

That's way cool. I've never seen a clad damaged like that. It has just had the metal ground off all the way to the cladding on the obverse. It might have been intentional but things happen to coins so you never know for sure.
I don't know much about coins, but the advice I saw here that I remember is "How would that happen at the mint".
Unfortunately this is just a damaged coin. But don't get discouraged! There are plenty of errors out there waiting to be found, and some of them carry a very nice price tag! Good luck! -Rob
