It could be that the coin turned in the slab (or some contaminant was left on the surface before it was slabbed). And it might just be the ugliest MS 65, but still technically an MS 65.
Nah that title would go to the infamous 1909 VDB cent that was erroneously graded (or labeled incorrectly-according to some) as a proof (that made for a very compelling thread).
