1919 Wheat Cent: Unusual Texture.

    environmental damage, may have spent a portion of its life in the ground...

    Yes to Environmental Damage.
    Years in beach sand can cause that effect on its surface. Almost like it being sandblasted.

    That's kind of what I was thinking as well. I just wasn't sure. I thought it kind of looked like oxidation in the crevices. It does look like sand textured it.
