You can get nicer raw examples for less money. I think the obverse has been wiped. The reverse looks original.
IMO it has original surfaces. Maybe(?) a cleaning so old and light that the coin has retoned naturally which is why it's been slabbed as original. The lighter toning on the higher area is characteristic of these coins. I collect Bust quarters (not halves) but I see that toning pattern quite often. Why? I don't know but by itself that doesn't appear to bother the TPG's.
It has a very old cleaning on the obverse, but it has retoned in an attractive manner. The reverse is quite attractive. If you like the coin, then buy it. It's not one that I would go crazy over or put a high bid on, but for the right price that is a solid coin.
I agree.. old cleaning on the obv, with retoning. An attractive coin, priced below Numismedia VF20 retail, but I am too lazy to do further research on APR's.

I am specifically looking for a bust coin from before 1820. I know the latter coin has a lot more wear, but I think it has really nice eye appeal and clearly original surfaces.
Mike, does it have to be one of those 2? I'm really not particularly wowed by either of them. What sort of budget are you looking at? You said pre-1820. Is there a preferred grade range that you want? Would you be open to alternative suggestions?
Well, I can probably go as high as $200, and would like a nice, pre 1820, problem free bust half in VF if possible. I am definitely open to suggestions. Would like to add a reasonably nice coin to my modest collection. Thank you in advance.

It is 112. Although I do like the 1811 I'm going to disagree with Physics-fan on the other two he posted...I actually prefer the OP's 1819 over them. That one is quite nice! I was limiting my suggestions to VF because that is what he said he wanted. I like the smooth even grey of the one I posted better than the other, which had obvious evidence of cleaning.
Well, I decided to go for the 1819 I originally posted. I liked the other 1819 posted but find the slight scratch on the obverse distracting. The other two had distracting marks on the obverse too. Are those die clashes on the 1811? Nonetheless, thank you for the suggestions. My new coin...

I have one 1818 CBH and 58 "1832" CBH's. My GG Grandfather was born in 1832. What a story these halfs could tell
