    No.
    Someone damaged that coin. Why? Eh, why not? People do stupid stuff.
    The one thing I can say for sure is that it is NOT double struck.

    I see doubling all the way down his face and scrap marks along back of hair. I think it got stuck in die and was pryded out.

    Coins aren't pried out of the collar.
    They're ejected.

    The Dime has environmentally damaged surfaces

    Might look like a doubled profile, etc, but look at
    Liberty, for example. If the coin was double struck,
    that would would have to be doubled also.

    Can't tell for sure what caused the 'look' on your dime,
    but I assure you it did not leave the US Mint like that.

    just think of a bored high school student in indoor detention and all he has is a paper clip and a dime....

    Ditto the bored person somewhere tracing. Look at the base of the neck near the mint mark, it extends out to the rim. Seems to start and end there, maybe right handed.
