1889 IH -- error coin or junk ?

    Hi everyone - hopefully one to put in my save box - lol what kinda error might this be ? If it is an error ... I seen it and thought ask my coin people ! Lol thanks shed of time for any input ..

    Looks to be a detached lamination, and a pretty nice one at that :)
