I have never come across anything like this penny, any idea either whats wrong with it or why its textured like it is? Also not sure why but it seems as if some off the cooper has been rubbed off which I also find odd for a 2017 coin, but any info on whats going on here would be great.

And I know my pics are not the greatest at all, I don't have a ton of experience with photographing coins but I am learning and working on a better solution. But these are the best I can do for the time being.

With zincoln cents, anything is possible and everyday is a surprise as to the amount or degree of damage and deteriation to these piss poor coins. I hate them with a passion. BRING BACK THE 95% COPPER!

Looks like a plating issue. Just another poor item made by the US Mint.

It didn't leave the mint that way. More than likely, it was soaked in something acidic or possibly grit blasted. Either way, it's PMD and only worth face value
