That is not considered a full step nickel. Full step nickels are rare in certain years but not this one. 5FS- 50% of the population and 6FS are very common. This is a 40S it might pass for 6FS But most likely would be 5FS because of the weakness under the third pillar.
Look at it carefully. Damage on most of the steps. It has to go from one side to the other with no damage. And I agree with the previous post.
