    Well it's not toning. Looks like someone gilded or spray painted it gold.

    Before reading the above posts my first impression was "it looks more like the plating is wearing off" than toning.

    Malaysia. 1969, KM#7, Ringgit denomination, metal-copper-nickel, mintage-1,000,000 not rare at all.
    grade/value
    VF-$1.50 XF-$3.50 MS-60-$5.00 MS-63- $7.00 MS-65-$10.00
    guessing value is $1.00 after someone damaged it with trying to gold plate it.
