    That looks to be some kind of weird post-Mint damage.

    PMD for sure. Looks like it might have been glued or stuck with some sort of adhesive to a textured surface.

    Looks like glue, try soaking in acetone and it'll probably come off.

    I'll be very interested in seeing the results of an acetone soak.
    I'm not sure of what's going on.

    There was a time during WW II and later that dimes were glued or taped to cards for the March of Dimes. These were then sent by smaller groups to collection points. Attached are photos of one that I have. It was part of the collection to be sent to the President from War Workers at Pearl Harbor. The dime is 1943. The image on the back is of a 1944 dime. IMG_5514.JPG IMG_5515.JPG There is an outside chance that your dime could have been used in a similar effort.

    It looks like Braille to me.
    A soak in acetone would definitely be interesting.
