What is Going on With This Rare 1917 Quarter?!

What do you guys think is going on with this crazy coin? It looks cleaned and toned, but I'm not sure. Can you guys just tell me what you think the grade is and how much you would buy it for. Thanks in advance for any help!

Can't see close enough to tell if cleaned but could be natural album toning as it would be on the top of an album page and subject to the elements.

Looks cleaned and retoned. Un-toned areas show color characteristic of a polished coin.

 

Looks like cleaned and since then has acquired some album toning.

 

What exactly makes you think this coin is even remotely "rare"? Honest question.

Not even scarce.

 

Knowledge is rare.

 

Not one cent more than melt.

 

I'm thinking cleaned and put in an album. It's well worn but probably looks better than the images are showing.
