No, not really. There a billions of these cents minted and everything from exposure to sunlight to the moisture in a persons pocket can have an affect on the appearance of the cent....... Set it aside and enjoy it for it's unique appearance? Yes, absolutely.... Any intrinsic or numismatic value? I'm sorry, but no.
In the 2009 mint sets there is a disclaimer on how the LMC's were treated and that they can "turn" quicker than other years. This just might be a case of that going on with that coin?
Copper plateing was just worn off and exposed the zink. I would say someone was board and sanded it with sand paper.
