I received my 1914D MS64RD back from PCGS today, which was sent in for regrading with a "presidential review". Though I feel that the coin is a very high end 64, and possibly could upgrade to MS65RD, I am not dissapointed with the grade. The coin came back with a sticker on the front of the holder, in red ink, ""spots would be difficult to remove---minor spots are allowed on 64RD"" I presume this in Mr. Halls' input. I will live with 64RD, but 65rd obviou$ly would have been nicer. OK. **NOW** my concern is that the coin has came back in the same holder it was sent in. Myriad hairline scratches on the surface of the plastic show the shelf wear it has had over the years. Most definatly not NOT reholdered. It is my understanding that all coins are taken from the holder at point 1 in the grading process, and treated as raw coins throughout their stay at PCGS, until the grade is finalized and the coin resealed into a new holder. They are treated this way, I understand, to avoid any prejudgement of grade based on prior grade. Any input?
I was under the impression that PCGS's policy is NOT to remove "presidential review" submissions from their holders as they do for regular re-grades. I might be mistaken, but your experience seems to back that up.
Well, if thats the case, I will accept it. Lets see what they have to say when they reply to my email on the subject. I doesnt make sense though.... Type of Submission was checked as Regrade On my sub. form I had checked 'express special' and also checked 'presidential review;. 50$ for the first service....and 20$ for the P review.
Things might have changed very recently, but I thought that "presidential review" was completely separate from the regular re-grade tiers/options (such as "express special") and turnaround times. I also thought that a submitter didn't have to pay a re-grade fee AND a presidential review fee, but again, maybe that has changed. I look forward to hearing about their response.
That is incorrect. I have seen countless re-grade coins whose grades did not change, returned in new PCGS holders. That is one reason that many submitters are hesitant to have coins in older PCGS holders, regraded - they don't want to lose the perceived benefit of the older holders in the event that the coins don't up-grade.
Was that more than a couple of years ago when your "OGH" coins that didn't upgrade, were returned in their original holders? I ask, because years ago PCGS would allow submitters to have re-grades that did not up-grade, returned in the original holders, but that policy changed a while back.
Were those rattlers, or the later OGH? I emailed PCGS sometime in 2007 and was told that the coin gets cracked out by PCGS, although I don't have the email anymore
