What if the U.S. Mint did 40% silver dimes and quarters instead of the modern clad issues of today would people have still tried to hoard them, will the half dollar have a few more good years of circulation ?
as long as we're speaking "what if" "what if" the price of silver was only a fraction of what it is today and a 40% silver quarter and dime was less than the silver content ? Then people probably would NOT hoard them.

Yes, of course they would. They hoarded the halves that were 40% silver. 40% silver dimes and quarters would be no different. They would all have one thing in common, SILVER!!!
As long as the dollar value of silver content is greater than face value you will have a problem of people hoarding the coins and selling them for their silver content.
If they had made only 40% silver coins and no clad, then no they probably wouldn't have hoarded them UNTIL the price of silver had risen to the point where the value of the silver in the 40% silver coins exceeded the face value. In other words not until silver exceeded $1.74 an oz which happened in July of 1967. So 40% silver dimes and quarters would only have evaded hoarding for about three years. It would merely have been a stop gap measure.
