I purchased this coin online about a year ago. I am curious whether the grade that was advertised was legitimate and its potential value. The discoloration is on the shield, not the coin holder.
Can it be graded XF? Yes, you just did (or at least you accepted the seller's grade of XF). If you mean would a major TPG call it one? Probably it would get a XF details for cleaning.

What are the "tells" with a coin of that era or any era that has been cleaned? Lack of toning? Looks to good? The wear doesn't coincide with the (apparent) luster (if I am using the right term)?
I have the 2019 Red Book. The section on alterations and detection does not have a lot of details. Probably because of the variation of alterations and the type of coin involved. It seems a subjective matter. Something that is learned by doing a lot of comparisons...i.e. self study.
Cleaned. No grade. XF-details. If a coin is very clean, very white and has no luster. Flat and dead looking. If a coin has small scratches (from scrubbing) going in the same direction, that are not die polish marks. When copper has an unusual orange or pinkish color. Cleaned.
Most Bust Half dollars were cleaned at some point. How they were cleaned has much to do with the looks of the coin today. Improper cleaning killed the luster, leaving surfaces that look flat. Even if they tone over time, that luster is gone forever. With proper cleaning the luster is still there and they tone back to a more natural look.
