Usually, the most detracting problem is listed because one "Details" can kill it. So the thought is "why kill it 3 - 4 times. I personally list every problem and let the finalizer decide. Generally, the most detracting problem is listed AS IT SHOULD BE.
Now that you point it out. Yes it is plain as the nose on your face. As well as a reminder that I really do need to see an eye doctor.
Why not use both adjectives? Plugged, improperly cleaned? Like this one. Probably they didn't see it, mistakes happen. Or just didn't have space on label to write it all..
There's more out there, including in straight holders, and let's just say that NGC doesn't hold a monopoly on it.
My example started as an obviously holed coin in an NGC holder, then after repaired detailed by PCGS. I assume "Tooled" includes "holed/ repaired"... We assume this PCGS example is the source coin for the documented struck fakes... I keep it in the holder with that thought!
