It's from the Philippines, can't tell you what the denomination is because there is no size reference and the denomination is on the other side of the coin which you do not show. It says United States of America because at that time the Philippines was a US possession. It became a commonwealth in 1935 and later an independent country in 1946.

That coin is from the Commonwealth period, 1936-46. His coin is from the series that preceded that one. But you are correct, the lady wielding the hammer is on both.
