Auction giant eBay is known for following its own archaic policies and directives for years on end even though current applicable law may well say otherwise or not apply. One of the biggest complaints I read about is there being a complete prohibition on the open sale of Cuban coins from the pre-Castro era, which many state to be an asinine prohibition, especially when it comes to non-US sellers selling to non-US buyers. Another common complaint I read about is there being a prohibition on the sale of old fashioned food stamps, which are sought by collectors. Yes, eBay typically follows US law as it is a US-based company. However, eBay has had to deal with complicated rules and laws from other countries. A well-known example deals with the sale of Third Reich Nazi memorabilia. While legal to sell and own in the United States, such items are prohibited to own or sell under German law. As such, Germany has sought (with overall success) to prohibit these items from being sold on the platform, especially to buyers and sellers within its borders.
Ebay lifted the US food stamp ban about a year after the US government did so. Ebay's enforcement of law is sometimes based on the seller's or buyer's location. It is illegal in the US to sell or buy a Medal of Honor and Ebay has a rule against selling the Purple Heart by US based sellers. Ebay will pull listings for either of these from US sellers or when sold to a US buyer if Ebay becomes aware of it. But Ebay will allow these to be bought and sold by non-US based buyers and sellers. One way for non-US sellers to avoid this is to list items on their country's versions of Ebay (Ebay Canada, UK, etc.). They will still be found in a US Ebay search if you search worldwide.
For current currency of most countries they can be obtained through many currency exchanges and bigger banks. There are also booths at bigger airports. If you can catch a flight to there from there they may have what you are looking for in stock. If not they can get it. Fees vary.
You can search ebay world wide or simply log into ebay Germany or ebay uk or ebay Canada or ebay france and get around restrictions. You can pay via paypal in any currenct.
There is an eBay seller in Bangkok that has them. His name is noteshobby. Also a seller in Singapore has them for sell.
