Enlighten me on the 1878 8TF Morgan - an issue of aesthetics or ornithology?

Documentation on this is surprisingly sparse (and mixed). Why did the mint change transition from 8 to 7TF in the midst of 1878 mintage? This must've been a costly and messy venture, so what gives?

I assume as a result of the chaos, all these die varieties arise:

    1878 8TF
    1878 7/8 TF weak
    1878 7/8 TF strong
    1878 7TF rev 1878
    1878 7TF rev 1879

    Can someone explain this mess?!?

Somebody at the mint decided the bird had 7TF and made them change the master die.

    Both are wrong.

    They actually have 12.
