What leads you to that conclusion? The double-headed eagle has traditionally been either Russian or Austro-Hungarian. The legends are in cyrillic characters. The denomination is clearly in "Kopeks". The coin had already been identified as Russian by two people more than 20 minutes before you posted.
Definitely from Russia. 5 kopeks, copper. Minted during the time of czar Alexander II. According to the Krause World Coins catalog, it's probably worth $2-$5 in that condition. Regards, Monetarium
