Not sure I understand your question. Why should coins ever be polished? Are you questioning the rough surface?
Yes because it looks like a DD but the doubling on both is all raised and rough the whole coin is look at in God we trust
How does the coin not having been polished have anything to do with whether or not it is a doubled die? Looks like Die deterioration doubling to me.
I see an extremely late die state coin that has been abused in circulation. If there is any kind of doubling on the coin it is from die deterioration. I will try to say it again. Used and abused coins are not the coins to learn numismatics.
