I am not an expert and I can’t see where the I in pluribus falls under the T in states but it does appear to have the recut first star on the obverse and the triangle at the the top of the 5 on the reverse.
I agree with 102 because it has the diagnostics and I also ruled out all the other L/I overtons. We could both be wrong but I believe you have it attributed correctly.
Star and A points to milling positions look pretty close to 102. But I'm not convinced. Looks like the S in pluribus is much too far left in relation to the last S in states to be 0-102? Edit: I can't see everything I'd like to see, but I'm going to take a stab with O-109.

No, it’s not O-102. ID is a real bear when ...rib.. isn’t struck up (fairly frequent occurance, esp. in later years). When that happens, I try to find another “tell”, in this case the relative position of S2 in “states” and the S in “pluribus”. Notice how far S2 overhangs S3 to the right. So, Overton shows only 3 reverses, H, I & J, with this peculiarity. Now, back to the obverse: notice that star 7 points to the spot where the upper curl meets the headband, “JCHb” in Overtonese. Only obv. 9 seems to meet this tell. So, I think O-109. But if I’m wrong , it wouldn’t be the first time! What do you folks think?
